Thou shalt not neglect the nation's infrastructure, agriculture, and natural resources.
Thou shalt not compromise the autonomy of the central bank but grant concessions to regional banks that promote development.
Thou shalt not privatize the oil or electricity sectors, but strive to achieve more value added to petroleum.
Thou shalt not raise taxes.
